docs(changelog): add DeepStream vLLM Plugin (Cosmos Reason 2) entry Surface the VLM support shipped in DeepStream 9.0 in the top-level CHANGELOG, which previously only linked to the release notes. Changes: - Add a New Features bullet under "DeepStream 9.0" describing VLM support (Cosmos Reason 2) via the vLLM Plugin, with a one-line description of the GStreamer plugin that integrates Vision-Language Models using vLLM for real-time video understanding. - Link the entry to the in-repo DeepStream vLLM Plugin README (src/apps/reference_apps#deepstream-vllm-plugin-readme) for setup and usage. Notes: - Documentation-only change; no SDK/source changes. - Content shipped in 9.0, so no new version header is added; the change will be marked with a lightweight v9.0.2 tag (no published Release; latest release remains 9.0.1).
