Better template message needed for accidental users of open or anonymizing proxy servers.

Having logged on to my user account with a new Android device (which uses Puffin Browser as default), I found myself blocked with a warning message for operating via an open or anonymizing proxy. After the initial panic had subsided, and after over half an hour of checking my IP address, my network and my WiFi connection, a Google search finally revealed that the browser was itself acting as a proxy server and its IP address was blacklisted. - not something I was aware the browser was doing.
I have no idea how many other browsers operate in this way, but it would have been immensely helpful if the blocking template text had suggested this as one possible cause to investigate. I wonder how many other users get bamboozled by the over-technical template text, or by the subsequent lack of information on possible browser problems at this Help page (to which blocked users are directed when they don't understand the warning.)
So, I'd like to suggest that the following line be considered for inclusion as the penultimate sentence in the warning template:" ... (such as a virus). Alternatively, check whether you are using a browser that acts as a proxy. For more info . . ."

Wording & punctuation, and link
[edit]Under "Most common causes" I recommend:
- use an em-dash or en-dash, not a hyphen;
- the "collateral damage" term should not link to the generic WP article, which is focussed on warfare, but rather should link to Wikipedia:Blocking_policy#Collateral_damage (shortcut is WP:COLLATERAL), which is relevant to this specific "Help" page.

Can you clarify something. Does the IRC Libera.Chat mean to use your Wikipedia Username/password as login credentials?
