feat(admin): add GET /admin/network-health endpoint

Summary

Expose the latest NIP-66 probe snapshot to authenticated admin clients.
Part of #667.

Problem

Operators need DNS, TLS, and WebSocket RTT data in the admin console, not only internal EPS/CPU metrics from /admin/metrics.
